Pro Database & burst limit - Junior Question

Hello there!

I am a Junior Developer and very new to the Backend/SQL/Postgre world.

Could somebody confirm to me the role of a burst limit?

Like, I want to make sure that if a certain threshold is reach, like I rather have my website/DB to shutdown than to pay any extra fees.
Would the burst limit do that? Prevent me from paying massive extra fees? (for instance in case of an attack with hundreds or millions of request whatsoever)

That’s right—the most you’d pay each month is $5 + your burst limit. Queries may be throttled if you reach your row operations limit or blocked if you reach your storage limit.
